Supports the establishment of a European Bioeconomy Policy Support Hub to assist EU Member States, regions, and sectors in developing and implementing effective bioeconomy policies, strategies, and coordination mechanisms. Targets public authorities, research institutions, industry associations, and civil society organizations working on bioeconomy policy development and deployment.

Who Can Apply

Consortia of legal entities from eligible countries, including public authorities, research organizations, industry associations, NGOs, and other stakeholders involved in bioeconomy policy. The Joint Research Centre (JRC) may participate as a consortium member with zero funding or as an associated partner.

Funding Details

Maximum funding amount: 10,000,000 EUR. Funding is provided as a lump sum.

What Is Funded

  • Establishment of a European Bioeconomy Policy Support Hub to provide hands-on support, tools, and recommendations for bioeconomy policy development and implementation.
  • Development of innovative approaches to assess bioeconomy policy maturity and implementation quality in Member States and regions.
  • Activities to engage political leadership, establish policy labs, map bioeconomy potential, and advance policy maker skills.
  • Support for local bioeconomy councils and quadruple helix collaborations (government, sectors, academia, society).
  • Monitoring of bioeconomy deployment and change processes.
  • Tailored and generic support for Member States and regions, ensuring broad geographic coverage.
  • Collaboration with EU initiatives such as the Circular Bio-based Europe Joint Undertaking, European University Alliances, and BIOEAST.

Technology / Maturity Requirements

Projects must target Technology Readiness Levels (TRL) 7 to 9.

Notes

  • Proposals must align with the Horizon Europe Work Programme and adhere to page limits and formatting guidelines.
  • The JRC may join the consortium but will not participate in proposal preparation.
  • Funding is provided as a lump sum, with eligible costs defined in the Horizon Europe lump sum decision.
  • Collaboration with relevant Horizon Europe projects and EU initiatives is required.
