Supports large-scale, cross-sectoral research and innovation projects aimed at integrating fragmented health R&I efforts to develop tools, data, platforms, and technologies for improved disease prediction, prevention, diagnosis, treatment, and management. Targets consortia of public and private stakeholders addressing unmet public health needs.

Who Can Apply

Consortia comprising public and private entities, including industry, academia, healthcare providers, patient organizations, and other relevant stakeholders. Applicants must demonstrate the ability to translate research into innovative, implementable health solutions.

• Maximum funding per project: €60,000,000
• Funding rate: Not specified (refer to Horizon Europe Work Programme General Annexes)
• Co-funding requirements: In-kind contributions may be required for additional activities

What Is Funded

• Pre-competitive research and innovation for novel tools, methods, and technologies addressing unmet public health needs
• Integrated health solutions across the care spectrum (prevention, diagnostics, treatment, disease management)
• Enabling solutions for digitalization, AI, regulatory science, and sustainable healthcare
• Activities at scale, including demonstration pilots, to accelerate translation of research into practice
• Synergies with existing initiatives and alignment with EU policies (e.g., European Green Deal, Europe’s Beating Cancer Plan, EHDS, AI Act)

Technology / Maturity Requirements

• Technology Readiness Level (TRL): 7–9 (system prototype demonstration in operational environment to actual system proven in operational environment)

Application Process (High-Level)

• Single-stage submission via the Funding & Tenders Portal
• Proposal limit: 50 pages for Research and Innovation Actions (RIA)
• Mandatory annexes include budget tables, in-kind contribution declarations, and clinical study information (if applicable)

Post-Award Obligations

• Open access to project-generated outputs (e.g., standards, datasets, research results)
• Reporting on clinical utility and economic efficiency (if relevant)
• Compliance with Availability, Accessibility, and Affordability (3A) conditions
• Engagement with regulators and health data access bodies as applicable

Geographic Scope & Language

• Eligible countries: EU Member States, Horizon Europe Associated Countries (Norway, Iceland, UK, Switzerland), and select non-EU/non-associated countries with specific funding provisions
