Targets consortia with strong stakeholder engagement and international cooperation to improve risk assessment, crisis management, and adaptation strategies.

Who Can Apply

Consortia comprising legal entities from eligible EU Member States, Associated Countries, or specified non-EU countries. Must include at least three public authorities responsible for disaster risk management from three different eligible countries.

Funding Details

Maximum grant amount: 6,000,000 EUR. Funding is provided as a lump sum.

What Is Funded

Development and validation of tools for climate security scenarios, risk forecasting, crisis management, and adaptation, with a focus on:
  • Cascading and compounding climate risks across sectors.
  • Pre- and post-crisis situational awareness for floods, wildfires, landslides, and heatwaves.
  • Integration of Copernicus, Galileo, and other space-based data.
  • Stakeholder engagement, policy integration, and international cooperation.
  • Synergies with the European Climate Risk Assessment (EUCRA) and national risk assessments.

Technology / Maturity Requirements

Projects must demonstrate Technology Readiness Levels (TRL) between 7 and 9.

Application Process (High-Level)

Single-stage submission via the EU Funding & Tenders Portal. Proposals must adhere to page limits and templates specified in the call documentation.

Post-Award Obligations

Projects must ensure data produced is FAIR (Findable, Accessible, Interoperable, Reusable). The granting authority may object to transfers of ownership or exclusive licensing of results for up to four years post-project.

Notes

  • Consortia must leverage Copernicus and/or Galileo if using satellite-based data.
  • Projects should align with the European Preparedness Union Strategy, European Water Resilience Strategy, and Sendai Disaster Risk Reduction Framework.
  • Entities from European outermost regions may be included in consortia.
