Consortia comprising at least three police authorities and two civil society organizations (or NGOs) from at least three different EU Member States or Associated Countries. Eligible applicants include public authorities, research institutions, and non-governmental entities legally mandated to address community policing challenges.Funding Details
Maximum funding per project: 7,833,000 EUR. Costs are reimbursed as a lump sum, with no specified funding rate or co-funding requirement.What Is Funded
- Development of tools, skills, and methodologies for police authorities to engage with diverse communities, including migrants, LGBTIQ individuals, persons with disabilities, and returnees from conflict zones.
- Creation of modern training curricula for community policing, incorporating gender-sensitive and intersectional approaches.
- Research on effective cooperation between police and civil society organizations to enhance reporting mechanisms, reduce hate crimes, and strengthen trust.
- Assessment of non-violent conflict resolution and constructive engagement strategies for varied policing environments.
- Activities combining social sciences with technological development to address community policing challenges.

Single-stage application process. Proposals must be submitted via the EU Funding & Tenders Portal using the standard application form for Horizon Europe Research and Innovation Actions (RIA) or Innovation Actions (IA).Post-Award Obligations
- Mid-term deliverable assessing project outcomes, performed by involved security practitioners.
- Coordination with the EU Drugs Agency (if drug-related issues are addressed) and CEPOL (for training aspects).
- Plans for future uptake and upscaling of project results at national and EU levels.
- Dissemination of findings to inform police forces across Europe.
