The coordinator of the consortium funded under the initial "European Partnership for Pandemic Preparedness" (HORIZON-HLTH-2024-DISEASE-12-01) must submit the proposal. Additional partners may be included, provided the existing consortium framework is maintained. - Engagement of SMEs, start-ups, and private/philanthropic actors to strengthen innovation and commercial exploitation.
- Widening participation of underrepresented countries and stakeholders in the European Research Area.
