Single legal entities established in EU Member States, Iceland, Norway, or associated countries (Canada, Israel, Republic of Korea, New Zealand, Switzerland, United Kingdom). Applicants must be SMEs and may not be directly or indirectly controlled by non-eligible countries or high-risk suppliers of mobile network communication equipment.Funding Details
Maximum EU contribution: EUR 0.5 million per project. Projects are expected to span approximately six months.What Is Funded

- Two categories of Q-INS:
- Investor-readiness analyses, market assessments, and end-user engagement.
Technology / Maturity Requirements

- Phase 1 is a Coordination and Support Action (CSA) preparing for Phase 2 investment support under InvestEU.
- Proposals must include evidence-based design and benchmarking packages for reduced-scale systems.
- Participation is restricted to entities that can demonstrate no negative impact on EU strategic interests, autonomy, or security.
