Overview

Supports SMEs in developing technical, industrial, and financial roadmaps for quantum-enabled inertial navigation systems (Q-INS) to enhance EU technological sovereignty in GNSS-denied environments. Focuses on investor readiness and benchmarking for future commercialization under Phase 2.

Who Can Apply

Single legal entities established in EU Member States, Iceland, Norway, or associated countries (Canada, Israel, Republic of Korea, New Zealand, Switzerland, United Kingdom). Applicants must be SMEs and may not be directly or indirectly controlled by non-eligible countries or high-risk suppliers of mobile network communication equipment.

Funding Details

Maximum EU contribution: EUR 0.5 million per project. Projects are expected to span approximately six months.

What Is Funded

  • Development of technical and financial roadmaps for Q-INS solutions, including:
- System architecture, integration strategy, performance milestones, and industrialization plans. - Validation of commercialization timelines and supply-chain sovereignty. - Benchmarking of existing prototypes (no EU funding for R&D or prototype development).
  • Two categories of Q-INS:
1. Cold-atoms Q-INS (long-term navigation accuracy). 2. Chip-scale Q-INS (low C-SWAP sensors for small satellites, UAVs, or autonomous transport).
  • Investor-readiness analyses, market assessments, and end-user engagement.

Technology / Maturity Requirements

Technology readiness level (TRL): 7–9. Proposals must target systems mature enough for credible benchmarking and industrial road-mapping.

Key Dates

  • Open date: 2026-01-14
  • Deadline: 2026-04-14T22:00:00Z

Application Process (High-Level)

Single-stage submission via the Funding & Tenders Portal. Customized application and evaluation forms are required for this topic.

Geographic Scope & Language

Eligible countries: EU Member States, Iceland, Norway, and associated countries (Canada, Israel, Republic of Korea, New Zealand, Switzerland, United Kingdom). Applications must be submitted in English.

Notes

  • Phase 1 is a Coordination and Support Action (CSA) preparing for Phase 2 investment support under InvestEU.
  • Proposals must include evidence-based design and benchmarking packages for reduced-scale systems.
  • Participation is restricted to entities that can demonstrate no negative impact on EU strategic interests, autonomy, or security.
  • Expressions of Interest from end-users are strongly encouraged. EIB Advisory may provide tailored financial structuring support.
