Overview

Funding for projects that enhance climate resilience, inclusivity, and accessibility of multimodal passenger hubs while promoting modal shift toward sustainable transport. Targets cities, transport authorities, and consortia aiming to improve urban mobility infrastructure and services.

Who Can Apply

Consortia involving at least three cities from different EU Member States or Associated Countries, each represented by a local authority or an entity with explicit consent from the local authority. At least one city must be among the 112 selected for the EU Mission on Climate-Neutral and Smart Cities and serve as a TEN-T urban node.

Funding Details

Maximum grant amount: €12,000,000. Funding is provided as a lump sum.

What Is Funded

  • Development and testing of innovative solutions to increase modal shift toward public transport, active mobility, shared mobility, and micromobility at multimodal hubs.
  • Climate resilience assessments and solutions for multimodal passenger hubs, including nature-based solutions, digital monitoring, and AI-based methods for managing climate risks.
  • Inclusivity and accessibility improvements for all passengers, including those with reduced mobility or disabilities.
  • Co-design processes with stakeholders to ensure uptake of solutions, including economic models for climate neutrality and adaptation.
  • Integration of New European Bauhaus principles (sustainability, aesthetics, inclusion) through local initiatives.
  • Collaboration with the Cities Mission Platform and CIVITAS initiative, including clustering activities with other selected projects.

Technology / Maturity Requirements

Projects must demonstrate solutions at Technology Readiness Levels (TRL) 7 to 9.

Application Process (High-Level)

Single-stage application process via the Funding & Tenders Portal. Proposals must adhere to page limits and layout requirements outlined in the Horizon Europe Work Programme General Annexes.

Post-Award Obligations

  • Formal collaboration with the Cities Mission Platform through a Memorandum of Understanding or collaboration agreement.
  • Active participation in clustering activities and cooperation with the CIVITAS initiative.
  • Reporting and dissemination of project results, including best practices for national, regional, and local authorities.
