Who Can Apply

Consortia comprising at least two crisis or security practitioner organisations (e.g., law enforcement, customs, border guards, critical infrastructure operators, first responders) from different EU Member States or Associated Countries. Participation of industry, especially SMEs and midcaps, is encouraged.

What Is Funded

Development and validation of EGNSS-based downstream applications in one of three priority areas: 1. Spoofing-proof solutions for security-critical operations (e.g., environmental crime management, smuggling prevention, counter-terrorism, border/maritime surveillance, migration management, public safety). 2. Resilience of critical infrastructures (e.g., digital infrastructure, water supply, healthcare, e-government). 3. Crisis management operations (e.g., drone-supported operations, asset management, AR/VR for first responders, UXO risk assessment, wearable technologies).

Proposals must integrate Galileo/EGNOS and may include Copernicus or GOVSATCOM data. Cybersecurity threats must be addressed. Solutions should demonstrate commercial potential and align with sectoral regulations.

Technology / Maturity Requirements

  • Target TRL at project end: 7–9
  • Mandatory use of Copernicus and/or Galileo/EGNOS (other data/services may be used additionally).

Post-Award Obligations

  • Lump-sum reporting: Simplified financial reporting based on deliverables.
  • Dissemination: Expected to promote uptake of EU Space Programme data/services among practitioners.
  • Market uptake strategy: Must outline a credible post-project pathway to operations.

  • Eligible countries: EU Member States, Associated Countries (Norway, Iceland, UK, Switzerland), and select non-EU/non-Associated Countries with specific funding provisions.

Notes

  • Exclusions: Proposals addressing Galileo PRS (Public Regulated Service) are out of scope.
  • Synergies encouraged: With Horizon Europe Cluster 3 (Civil Security for Society) and relevant EU-funded projects.

  • Outreach: Participation of entities from countries without a space tradition is encouraged.
