Overview

Who Can Apply

Consortia must include at least three police authorities from three different EU Member States or Associated Countries. Eligible applicants include research organizations, SMEs, public bodies, and other entities legally established in eligible countries. Entities directly or indirectly controlled by China are excluded.

Funding Details

Maximum grant amount: 7,833,000 EUR. Funding is provided as a lump sum. Total budget and funding rate are not specified.

What Is Funded

Development of detection and investigation tools using short development cycles to address online harms, including identity theft, disinformation, deepfakes, spoofing, phishing, digital violence, and online payment fraud. Projects must integrate feedback from police authorities and may include training materials. Collaboration with Europol Innovation Lab, EU Drugs Agency (for drug-related issues), and CEPOL (for training aspects) is expected.

Technology / Maturity Requirements

Projects must target Technology Readiness Levels (TRL) 7 to 9.

Application Process (High-Level)

Single-stage application process. Proposals must be submitted via the Funding & Tenders Portal using the standard application form for Horizon Europe Research and Innovation Actions (RIA) or Innovation Actions (IA).

Post-Award Obligations

Projects must include a mid-term deliverable assessing outcomes with input from security practitioners. Reporting and dissemination requirements apply, including engagement with specified EU agencies. The granting authority may object to transfers of ownership or exclusive licensing of results for up to four years post-project.

Notes
