Overview
Preparatory funding to establish a consortium of public procurers and end-users for a future pre-commercial procurement (PCP) of innovative security technologies. Targets organizations aiming to validate the need, feasibility, and planning for a joint PCP action under Horizon Europe.Who Can Apply
Consortia of at least 6 end-user organizations and 3 public procurers from at least 3 different EU Member States or Associated Countries. One entity may fulfill both roles.Funding Details
Maximum grant amount: 7,833,000 EUR. Funding is provided as a lump sum.What Is Funded
Activities to prepare for a future PCP, including:- Consolidation of a group of potential buyers with shared security technology needs
- Evidence justifying the necessity of a PCP to mature technologies and compare alternatives
- Market and state-of-the-art mapping for the proposed challenge
- Draft planning and administrative procedures for a future PCP tender
- Open market consultations in at least 3 eligible countries
- Compliance checks for European societal values, fundamental rights, and data protection
