Consortia involving at least three first responders or national disaster risk management authorities from three different EU Member States or Associated Countries. Eligible applicants include research institutions, SMEs, public bodies, and private entities. Entities directly or indirectly controlled by China are excluded.Funding Details
Maximum grant amount: €6,000,000. Funding is provided as a lump sum.What Is Funded
- Adoption and integration of high-TRL (7-9) disaster risk solutions into existing frameworks for prevention, preparedness, response, and recovery.
- Development of governance and coordination models for multi-hazard and cascading risk scenarios.
- Large-scale pilot projects and demonstrations to validate real-world effectiveness.
- Strategies for scaling and commercializing innovative technologies.
- Digital tools, AI-driven analytics, IoT, and digital twins to enhance disaster preparedness.
- Synergies with other EU disaster resilience initiatives, such as the Knowledge for Action in Prevention & Preparedness (KAPP) funding call.
- Visibility and dissemination of project results to stakeholders, including policymakers and the public.

Application Process (High-Level)
Single-stage application process. Proposals must be submitted via the Funding & Tenders Portal using the standard application form for Horizon Europe Research and Innovation Actions (RIA) or Innovation Actions (IA).Post-Award Obligations
- Use of Copernicus and/or Galileo/EGNOS for satellite-based data if applicable.
- Reporting and dissemination of project results, including visibility efforts targeting the European Civil Protection Forum and the Disaster Risk Management Knowledge Centre.
- The granting authority may object to transfers of ownership or exclusive licensing of results for up to four years post-project.
