Who Can Apply

Consortia composed of legal entities (e.g., universities, research institutions, public bodies, civil society organizations, private companies) from eligible countries. Must include at least one public body with a policy-making role and one civil society organization as beneficiaries or affiliated entities.

Application Process (High-Level)

Two-stage process: 1. First stage: Blind evaluation of proposals (applicants must not disclose organization names, logos, or personnel in the abstract or Part B). 2. Second stage: Full proposal submission for shortlisted applicants. Submission via the Funding & Tenders Portal.

Post-Award Obligations

  • Mid-term deliverable assessing project contributions to expected outcomes, performed by democracy practitioners and policymakers.
  • Coordination with other successful projects to avoid duplication and maximize impact.
  • Engagement with citizens and civil society for public debate and uptake of democratic innovations.
  • Compliance with lump sum grant reporting requirements.
