Overview

Supports public procurers and practitioners in adopting and scaling innovative civil security solutions that are nearly market-ready but not yet widely deployed. Targets consortia aiming to address emerging threats, improve public security services, and enhance technological sovereignty through pilot projects and real-world testing.

Who Can Apply

Consortia of at least three practitioners and three public procurers from at least three different EU Member States or Associated Countries. Public procurers must include at least two independent legal entities, with one based in an EU Member State. Private procurers or NGOs providing public-interest services may also participate as the third procurer.

Funding Details

Maximum grant amount: 6,000,000 EUR. Funding covers procurement costs under Public Procurement of Innovative Solutions (PPI) rules. Co-funding requirements follow Horizon Europe’s PPI-specific conditions.

What Is Funded

Innovative civil security solutions addressing emerging threats, including post-quantum cryptography, operational sustainability, interoperability, and environmental considerations. Focuses on solutions partially demonstrated at small scale, requiring refinement, scaling, or deployment in new environments to meet mass-market standards. Activities include pilot projects, real-world testing, and market adoption support for technologies with clear commercial viability but residual market risks.

Technology / Maturity Requirements

Solutions must be at Technology Readiness Levels (TRL) 7 to 9. Proposals must demonstrate partial success in small-scale deployments and readiness for scaling or mass-market adoption. Market readiness may be verified through conformity testing, certification, or quality labelling.

Application Process (High-Level)

Single-stage application process via the Funding & Tenders Portal. Proposals must include functional/performance-based specifications and adhere to evaluation criteria emphasizing best-value-for-money. Open market consultations are required to inform tender specifications.

Post-Award Obligations

Intellectual Property Rights (IPR) distribution must be outlined in the call for tenders. The granting authority may object to transfers of ownership or exclusive licensing of results for up to four years post-action. Reporting and dissemination obligations follow Horizon Europe’s standard requirements for PPI actions.

Notes

Proposals must address all applicable considerations in the Strengthened Security Research and Innovation Destination. Satellite-based data/services must use Copernicus and/or Galileo/EGNOS. Evaluation prioritizes technical performance and long-term value over lowest price. Conflicts of interest must be avoided in procurement.
