Who Can Apply

Legal entities established in EU Member States, Norway, or Iceland. Proposals must exclude entities directly or indirectly controlled by non-eligible countries unless guarantees are provided to safeguard EU strategic interests. High-risk suppliers of mobile network communication equipment are ineligible.
