Consortia of legal entities established in EU Member States or Associated Countries, including:- Critical infrastructure operators (e.g., energy, transport, digital, maritime/port sectors)
- Public authorities responsible for critical infrastructure resilience, civil protection, or NaTech event management
- First responders’ organizations or agencies
- Law enforcement or private security providers for critical infrastructure
- Research institutions, universities, and private companies
At least three relevant practitioners from eligible countries must participate as beneficiaries. Entities directly or indirectly controlled by China are ineligible.

- Solutions should align with existing risk assessments and lessons learned from recent disruptive events
- Use of Copernicus and/or Galileo/EGNOS data/services is mandatory if satellite-based earth observation, positioning, navigation, or timing data are employed
