Who Can Apply

Consortia of legal entities established in EU Member States, associated countries, OECD countries, African Union Member States, MERCOSUR, CARIFORUM, Andean Community, or countries with EU strategic partnerships on raw materials or relevant trade agreements. Entities directly or indirectly controlled by non-eligible countries are excluded.

Maximum grant amount: 12,500,000 EUR.

  • Development and pilot-scale validation of integrated processing and refining technologies for improved recovery of raw materials, particularly critical raw materials, from low-grade ores or extractive waste.
  • Technologies that enhance material, water, energy, and cost efficiency while reducing waste, emissions, and environmental footprint.
  • Flexible solutions adaptable to variable ore grades and waste streams, supported by robust process control.
  • Management of hazardous substances removed during processing.
  • Intelligent production systems minimizing resource losses and water use.
  • Standardization, clustering with other projects, and market uptake strategies.
  • Business case and exploitation strategy for circular business models.

Technology / Maturity Requirements

Technology Readiness Level (TRL) 6-7. A credible strategy for full-scale deployment in the EU is required, including commitments from leading partners post-project.

Application Process (High-Level)

Single-stage submission via the Funding & Tenders Portal. Proposals must include a business case and exploitation strategy, with an extended page limit for Part B of the application.

Post-Award Obligations

  • Clustering activities with other relevant projects for cross-project cooperation and result sharing.
  • Participation in joint meetings and communication events.
  • Reporting on market exploitation and replication of developed solutions.
  • The granting authority may object to transfers of ownership or exclusive licensing of results for up to four years post-project.

Eligible countries include EU Member States, associated countries, OECD countries, African Union Member States, MERCOSUR, CARIFORUM, Andean Community, and countries with EU strategic partnerships on raw materials or relevant trade agreements. Applications must be submitted in English.

Notes

  • Recycling of end-of-life products is excluded.
  • Proposals must include a prominent role for EU-based industry and users of recovered secondary raw materials.
  • International cooperation is encouraged, particularly with Ukraine.
  • Proposals must demonstrate alignment with the Critical Raw Materials Act (Regulation (EU) 2024/1252).
